Bulgaria Faces Labour Shortage Crisis, Needs 50,000 Foreign Workers for Summer Tourism Surge
Bulgaria is experiencing labour shortages across all sectors, with tourism being the most severely impacted. Entrepreneur Marin Demirovski highlighted that the issue is widespread across the EU, not just in Bulgaria. He emphasized that companies are increasingly hiring foreign workers with varying skill levels—from low-skilled to highly qualified IT professionals and engineers—from countries like Türkiye, Central Asia, Bangladesh, India, Sri Lanka, and the Balkans.
However, the process is hindered by bureaucratic delays. According to Demirovski, preparing the necessary documentation for foreign workers takes six to nine months due to understaffed state institutions and poor coordination among agencies.
The tourism, construction, and transport sectors currently employ the majority of foreign workers, with healthcare expected to follow. According to Atanas Katsarchev of the Confederation of Labour “Podkrepa,” existing Bulgarian laws allow large firms to employ up to 50% foreign staff, while SMEs are permitted to hire up to 35%.
In 2024 alone, Bulgaria issued work permits to over 36,000 foreign nationals from 79 countries. Most permits were granted to workers from Türkiye (8,000), followed by Uzbekistan, Kyrgyzstan, Nepal, and Moldova.
