Decline in Residence Permits for Ukrainians, Russians, and Belarusians in Lithuania Amid Stricter Immigration Controls
The number of residence permits held by Ukrainians, Russians, and Belarusians in Lithuania has significantly declined over the past year, according to the Interior Ministry. The number of Ukrainians with residence permits dropped from 86,353 to 68,166, while Belarusians decreased from 62,167 to 59,399. The number of Russians holding residence permits also fell, from 15,888 to 15,105.
A press release from the Ministry revealed that during 2024, 577 Belarusians and 278 Russians were denied entry to Lithuania. As of December 1, over 213,000 foreigners reside legally in Lithuania, with more than 111,000 holding temporary residence permits based on employment.
Increased Checks and Permit Revocations
The Migration Department has reviewed the cases of over 47,000 foreigners, including skilled workers, self-employed individuals, and Belarusian nationals, as well as 2,200 companies. Over the past year, 24,000 residence permits were revoked, with 6,100 administrative violation reports filed. The most common violations include irregular stays and failing to declare one’s place of residence, according to an LRT report. In 2023, 10,700 permits were either revoked or denied.
Stricter Immigration Measures
The decline in residence permits is attributed to stricter immigration controls introduced by the Migration Department in 2023. On July 1, Lithuania amended the Law on the Legal Status of Foreigners, tightening conditions for employers hiring foreign workers and imposing stricter rules on their employment.
Further changes, effective from December 1, 2024, include stricter conditions for submitting temporary residence permit applications through external service providers. The Ministry of Internal Affairs stated that these measures were introduced to address the increasing number of foreigners and potential security risks.
