EU May Pursue Separate Accession Paths for Moldova and Ukraine, Says Commissioner
EU Commissioner for Enlargement, Marta Kos, has indicated that the European Union is open to the possibility of separating Moldova’s accession process from that of Ukraine. In remarks made last month, she noted that such a move could happen as early as June 2025.
“We are already discussing with member states about opening the first cluster of accession chapters with Moldova, and no country is against it,” Kos said, highlighting Moldova’s consistent progress. She added that Moldova could potentially become an EU member before the end of her mandate in 2029. “Moldova is really a good student in the whole group. They truly recognize this historic moment,” Kos emphasized.
Hungary’s Continued Resistance to Ukraine’s EU Accession
In contrast, Ukraine’s EU path faces ongoing resistance from Hungary. On May 27, Hungarian EU Affairs Minister János Bóka accused Ukraine of engaging in intelligence operations aimed at influencing Hungary’s democratic processes. He claimed that such actions make constructive EU accession talks challenging.
Hungary’s continued opposition is a significant factor in the EU's considerations to decouple the accession processes of Ukraine and Moldova.
Accession Talks Set to Begin June 25, 2024
Despite the challenges, EU ministers agreed to begin formal accession negotiations with both Ukraine and Moldova on June 25, 2024. The decision was made during the Economic and Financial Affairs (ECOFIN) Council meeting.
Poland's Support for Ukraine’s EU Bid
Poland, currently holding the presidency of the EU Council until June 30, 2025, has pledged strong support for Ukraine’s accession. Earlier in 2025, Polish Prime Minister Donald Tusk affirmed that pushing forward Ukraine's EU membership is a priority for his government.
European Commission President Ursula von der Leyen also backed the initiative, stating in December 2024 that negotiations with Kyiv on key accession chapters should begin in early 2025.
