EU Plans Faster Visa Processing to Attract Top US Researchers
EU Aims to Accelerate Visa Issuance to Attract US Researchers
In light of recent policy shifts introduced by the Trump administration—many of which have been met with criticism in the U.S.—the European Commission is acting swiftly to position the EU as a more attractive destination for top-tier American researchers and professionals.
Visa Reform on the Agenda at Upcoming EU Research Meeting
One of the major steps under consideration is faster visa processing, a topic that will be discussed by EU research ministers during their May 23 meeting. The initiative is part of a broader EU strategy to make Europe more appealing to global scientific talent.
“Visas—how fast we issue visas. We want to motivate the member states to use the tools that we have faster, because the speed also matters. Let’s use this momentum and this opportunity and attract the brightest and best talents of the world.”
— Ekaterina Zaharieva, EU Research Commissioner
Commissioner Zaharieva also revealed plans to introduce the European Research Area Act next year, which would codify scientific freedom into EU law. This legal framework, combined with increased mobility, is expected to strengthen the EU's competitive edge in global research and innovation.
Additionally, the European Commission President has previously committed €500 million toward programs aimed at attracting U.S. researchers to Europe.
EU and UK Continue Talks on Youth Mobility Scheme
Another key topic on the EU agenda is the EU-UK Youth Mobility Scheme, which remains under negotiation. This initiative aims to allow UK and EU citizens aged 18 to 30 to live, work, and study across both regions.
The need for such a scheme stems from the post-Brexit reality where UK citizens are now treated as third-country nationals, requiring long-term visas to work or live in the Schengen Area.
While several negotiation rounds have already taken place, no formal agreement has been finalized. Opinions in the UK are mixed—some argue the scheme is essential for restoring lost mobility opportunities, while others believe it’s unnecessary.
