Finland Implements Stricter Rules for Family-Based Residence Permits
The Finnish Parliament has officially passed legislation introducing stricter rules for granting residence permits based on family ties, as part of the government’s broader effort to tighten immigration policies.
Key Changes Under the New Immigration Rules
One of the most significant changes is that residence permits based on marriage or family ties will now only be granted if both spouses are at least 21 years old. However, this age requirement does not apply if the foreign spouse is married to a Finnish citizen, suggesting Finland is preserving more favourable pathways for Finnish nationals and their families.
Additionally, the Finnish government has approved stricter criteria for family members of minors:
- Family members of underage individuals (under 18) who have international or temporary protection in Finland will now be eligible for residence permits only if their livelihood is secure.
- For other relatives of persons with international protection, a residence permit will only be issued if the sponsor has lived in Finland for at least two years.
Shift in Migration Trends for 2025: Work vs. Study Permits
According to projections from the Finnish Immigration Service, Finland expects a decline in work-related residence permit applications and a continued rise in study permit applications in 2025.
“We anticipate that next year, the number of employees’ applications will reach roughly the same level as in 2021 if the Finnish economy recovers as has been forecast. According to the latest estimate, employees will submit 11,000 applications this year.”

In contrast, study permit applications are projected to reach 15,000 in 2025, maintaining high interest from international students.
