Finland Proposes Fast-Track Residence Permits for International Students

The Finnish Interior Ministry has proposed a reform aimed at fast-tracking residence permits for international students while also introducing stricter family reunification rules. The proposal was submitted for public comments on January 27 and remains open until March 7.

MP Henrik Vuornos Supports Fast-Track Residence for Students

Henrik Vuornos, a Member of Parliament from the National Coalition Party, praised the proposal, particularly its residence permit fast-track for students, calling it a significant improvement. If approved, the reform would allow international students in Finland to become permanent residents faster, without needing to meet the current residency period requirements.

Vuornos emphasized that Finland needs highly skilled migrants and that this measure could increase the number of international students at Finnish universities, helping to address labor shortages.

Key Changes in the Proposal

The proposal outlines specific conditions under which foreigners can obtain permanent residence permits:

Annual income of at least €40,000.
Master’s or postgraduate degree plus two years of work experience.
Good proficiency in Finnish or Swedish plus three years of work experience.

Increase in Student Applications in Finland

According to Study in Finland, 63,000 applications for student visas were recorded in 2024, reflecting a 3% increase from the previous year. Of these, 53,800 applicants were foreign students, with 80% coming from outside the EU.

The most popular study programs among international students were business, administration, law, and information and communication technologies (ICT).

If implemented, this proposal could make Finland a more attractive destination for international students, supporting both higher education growth and labor market needs.
