Lithuania Lowers 2025 Foreign Worker Quota to Address Adjusted Labour Market Needs
The Lithuanian government has officially approved a foreign worker quota of 24,830 for 2025, marking a reduction from previous years. This decision follows an assessment of the country’s labour market, which revealed a decrease in labour shortages compared to prior years.
Adjusted Quota Reflects Lower Labour Needs
The Ministry of Social Security and Labour proposed the lower quota after identifying that Lithuania does not require as many foreign workers as it did previously. The quota for 2025 represents a more conservative approach to addressing labour market demands.
Quota Not to Exceed 1.4% of Permanent Population
Starting in 2025, the Ministry of Interior emphasized that the total number of foreign workers must not exceed 1.4% of Lithuania's permanent population. Additionally, the quota will no longer be divided by economic activity sectors.
Lithuanian employers will still have options to hire foreign workers after the quota is exhausted, but only under stricter conditions. Employers must agree to pay salaries exceeding 1.2 times the average national wage for general roles and at least the average national wage for professionals in high-demand sectors.
Switzerland Sets Quota for Skilled Foreign Workers
In a parallel development, Switzerland has also set its 2025 foreign worker quota, focusing exclusively on skilled workers. The Swiss government plans to admit 8,500 qualified third-country nationals, reflecting a targeted approach to addressing labour shortages in specialized sectors.
