Luxembourg Raises EU Blue Card Salary Requirement by Over 7%
Luxembourg has increased the minimum salary requirement for third-country nationals applying for its EU Blue Card.
New Salary Requirement Effective from March 18, 2025
The new salary threshold represents a 7.53% increase compared to the previous level, raising the salary requirement by €4,440.
Under the new rules, all applications for Luxembourg’s EU Blue Card submitted from March 18, 2025, must meet the updated salary level to qualify for the scheme. Applications submitted before this date will be processed according to the previous salary requirement.
Luxembourg Issues High Number of EU Blue Cards Each Year
Luxembourg remains one of the top issuers of EU Blue Cards. According to data from the Ministry of Interior, Luxembourg issued a total of 825 EU Blue Cards in 2024. Of these, 302 were issued in the first half of 2024, while 523 were granted in the second half.
During the period from July to December 2024, the highest number of EU Blue Cards was issued in October, with 118 approvals. In contrast, the lowest number was issued in September, with only 70 Blue Cards granted.
Additional Requirements for Luxembourg’s EU Blue Card
In addition to meeting the salary requirement, third-country nationals applying for the EU Blue Card in Luxembourg must fulfill several other conditions:
- Valid Passport: Applicants must hold a valid passport and confirm whether they need a visa to enter the Schengen Area.
- Employment Contract: Applicants must have a valid employment contract of at least six months for highly qualified work.
- Professional Qualifications: Applicants must present a document proving that they hold higher professional qualifications relevant to the activity or sector specified in the employment contract.
Other EU Countries Also Raising Blue Card Salary Requirements
Luxembourg is not the only EU country increasing the Blue Card salary threshold. Other member states, including Austria, Germany, and Hungary, have also raised their salary requirements.
Despite facing labor shortages, these countries have decided to tighten the salary criteria to better regulate migration and attract only highly qualified workers who meet the updated rules.
Luxembourg’s decision reflects the broader trend across the EU of adjusting migration policies to balance labor market needs with stricter qualification and salary standards.
