Portugal’s Consulates in Brazil Approve Over 75% of Visa Requests Amid Processing Delays
From January to April 2025, Portugal’s consulates in Brazil approved 8,721 national visa applications, accounting for 75.8% of all applications received during that time. This figure also represents a 29% increase compared to the same period in 2024, reflecting the rising number of Brazilians seeking to live, work, or study in Portugal.
The Portuguese Ministry of Foreign Affairs (MNE) credits this increase to ongoing efforts by the MNE and consular offices in Brazil to adjust to the growing demand for visas. However, the Ministry also acknowledged that processing delays have been partially caused by a month-long strike by consular employees.
Visa Delays Spark Protests Across Brazil
Extended wait times and a lack of communication from consular authorities have led to widespread frustration among visa applicants, prompting public protests in cities such as Rio de Janeiro, São Paulo, Recife, and Belo Horizonte.
Local media reports have highlighted cases of applicants waiting up to nine months for a decision—well beyond the legal 60-day processing deadline. In many instances, visa denials have resulted from expired airline tickets or repeatedly rescheduled accommodations, causing not only emotional stress but also financial losses for the applicants.
CPLP Visa Facilitation Talks Remain Stalled
While Brazil is a member of the Community of Portuguese Speaking Countries (CPLP), and Portugal has discussed easing visa procedures for CPLP nationals, progress has been limited due to Schengen regulations. The visa bottleneck in Brazil highlights the urgent need for procedural reform and increased staffing to address growing demand and prevent further disruptions.
