France Updates In-Demand Jobs List for 2025 to Facilitate Foreign Worker Recruitment & Regularisation
The French government has officially published its 2025 updated list of occupations in shortage in the Official Journal, enabling the regularisation of undocumented foreign workers and simplifying the hiring process in sectors facing labour shortages.
According to a statement from the government, the new list is designed to better address labour demands across different regions in France.
? In-Demand Jobs Vary by Region and Include:
- Construction and public works workers
- Agricultural and horticulture workers (salaried farmers, market gardeners)
- Caregivers, kitchen assistants, domestic staff, and cooks
- Hotel and restaurant workers
- Cleaning and housekeeping personnel
The reform also aims to allow foreign nationals working in these sectors without legal status to gain residency permits, helping reduce labour shortages while promoting integration.
? Industry Response: Positive but Cautious
Sector representatives have welcomed the update. Franck Trouet, General Delegate of the Hotel and Restaurant Association (GHR), stated:
"We recognize that the hotel and restaurant industry, France’s leading recruiter, is a sector under pressure. This is progress, even though some key roles—like dishwashers or waiters in Paris—were left off the list."
According to France Travail, the hospitality sector alone is estimated to need 336,000 workers in 2025, with recruitment challenges for nearly half of the positions.
? France Needs Over 310,000 Foreign Workers to Sustain Its Economy
A recent study by French think tank Terra Nova revealed that France needs between 250,000 and 310,000 foreign workers annually to maintain economic stability, due to an aging population and a consistent demand for labour.
In 2022, France admitted approximately 331,000 immigrants, with experts stating that the current demand trend indicates the country will need even more workers in the coming years.
To meet these demands, France previously streamlined residence permit processing for foreign nationals in high-demand professions—helping them transition from irregular to regular employment status.
