Estonia Implements Stricter Hiring Rules for Foreign Workers Starting 2026
Effective January 1, 2026, Estonia will enforce new regulations requiring temporary work agencies and companies hiring foreign workers to prove six months of active business operations in Estonia or any other Schengen country. While this rule aims to ensure only stable and credible employers hire foreigners, it exempts those registering short-term employment. The reform replaces the previous mandate for work agencies to guarantee one month’s salary, potentially reducing wage security for employees. Additionally, only employers registered with Estonian authorities will be eligible to hire foreign workers under temporary residence or short-term employment permits. These reforms align with the government’s plan to address critical labor shortages highlighted in the OSKA report, despite political concerns over rising immigration.
